Spring 2019 has replaced the Cloud Flow Designer with Flow Builder. If you want to continue using Cloud Flow Designer you can update what is used by default. I recommend familiarizing yourself with Flow Builder as it differs from the previous version. To find out more about Flow Builder, follow this link:

Set Cloud Flow Designer as default:
- From Setup, enter Automation in the Quick Find box
- Select Process Automation Settings.
- To re-enable Cloud Flow Designer, deselect Disable access to Cloud Flow Designer.
- Click Save.
The New Flow in Cloud Flow Designer button appears on the Flows page, and you can build flows with Cloud Flow Designer.
If you have built flows in the Flow Builder while Cloud Flow Designer is enabled, flows will open in the builder they were built.
